After 23 Years, Oborevwori Moves to Complete Abandoned DELSU Senate Building

…Invites Contractors to Bid as Delta Unveils Major Infrastructure Projects

Delta State Governor, Sheriff Oborevwori, has taken a major step towards completing the long-abandoned Senate/Administrative Building at the Delta State University (DELSU), ending more than 23 years of inactivity on the landmark project.

The Delta State Government has officially invited qualified contractors to submit bids for the completion of the Senate/Administrative Building, following the revocation of the previous contract by Governor Oborevwori’s administration.

The governor had earlier expressed concern over the prolonged abandonment of the project during the 17th Convocation Ceremony of DELSU, where he assured students, staff and stakeholders that his administration would take decisive steps to ensure its completion.

Fulfilling that promise, the Delta State Tenders Board has now included the completion of the university’s Senate/Administrative Building among the key projects open for competitive bidding under the Ministry of Higher Education.

The development is widely seen as a significant breakthrough in efforts to complete one of Delta State’s most important higher education infrastructure projects after more than two decades of delay. It also reflects the Oborevwori administration’s commitment to reviving abandoned public projects and improving educational facilities across the state.

In addition to the DELSU project, the state government has advertised several other strategic infrastructure projects for competitive bidding.

Among them is the construction of a new female hostel at the Delta State Marine Polytechnic in Burutu to enhance student accommodation.
Other projects include the construction of the Olori Road Extension in Ughelli, the rehabilitation of the Egbokodo-Itsekiri Road, and the asphalt overlay of Swiss Cottage Road in Warri.

The government also plans to construct a major discharge outfall drainage system stretching from Frank Akpuri Street through the Petroleum Training Institute (PTI) axis to the Ughelli-Port Harcourt Road.

The project also includes the construction of an 850-metre access road in Okuokoko.

Additional road projects advertised for tender include the construction and rehabilitation of Ogbobagbene internal roads in Burutu, Phase II of the Akaba Utevie Road linking Amai Community, and Phase II of the Utagba-Uno/Ndemili Road in Ndokwa West Local Government Area.

According to a tender notice signed by the Secretary of the Delta State Tenders Board, D.B. Abolo, interested contractors are expected to submit their bids no later than 12 noon on Thursday, July 23, 2026. The tenders will be publicly opened on Tuesday, July 28, 2026, in the presence of bidders or their authorised representatives.
