Delta State has emerged as the highest-ranked state in liquidity rating among Nigeria’s 36 states, Commissioner for Finance, Sir Fidelis Okenmor Tilije, has said, attributing the achievement to fiscal discipline, improved revenue generation and prudent management of public resources.
Tilije said the state’s improved financial position had strengthened its capacity to meet financial obligations while sustaining critical infrastructure and development projects without resorting to additional borrowing.

The commissioner disclosed this during a meeting with the management and staff of the Ministry of Finance in Asaba, where he outlined the fiscal strategies underpinning the administration of Governor Sheriff Oborevwori.
According to him, the state’s financial performance reflects reforms implemented under the administration’s M.O.R.E Agenda, which prioritises responsible borrowing, revenue diversification and efficient public financial management.
He explained that Delta State was funding its 2026 procurement cycle and executing major projects across the roads, bridges, healthcare and education sectors without contracting new debt.
Tilije identified the government’s zero-borrowing approach as a key pillar of its fiscal strategy, noting that the administration remained committed to financing development priorities through available resources rather than accumulating additional debt.
He further attributed the state’s financial stability to the expansion of its revenue base, particularly through non-oil economic activities and improved internally generated revenue (IGR).
The commissioner emphasised that the growth in IGR was not driven by increased tax rates but by reforms designed to professionalise revenue collection, widen the tax net, improve compliance and eliminate revenue leakages.
He said these measures had helped strengthen the state’s revenue profile while supporting the government’s ability to meet its financial commitments and fund development programmes.
Beyond fiscal management, Tilije said the administration was preparing to introduce more economically viable empowerment programmes aimed at improving livelihoods and expanding opportunities for residents.
Delta Maintains Regular Salary Payments, 13th-Month Salary
On workers’ welfare, the commissioner said the state had maintained a consistent record of paying salaries to its workforce of more than 60,000 personnel between the 24th and 25th of every month.
He also highlighted the institutionalisation of the 13th-month salary for public servants, describing the initiative as evidence of the government’s commitment to workers’ welfare and financial stability.
According to him, the administration considers regular salary payments and other welfare measures important components of its broader development agenda.
Free Healthcare for Pregnant Women, Children
In the health sector, Tilije said the state government had sustained free medical services for pregnant women and children under five in government hospitals.
He added that the administration was also pursuing efforts to upgrade primary healthcare centres across Delta State to improve access to essential medical services.
The commissioner assured residents that the government would continue to prioritise fiscal responsibility, infrastructure development and investment in human capital, stressing that prudent resource management remained central to achieving its development objectives.
He maintained that the administration’s focus on responsible financial management would help sustain ongoing projects and support further improvements in the welfare of residents.
Tilije also appealed to Deltans to support Governor Oborevwori’s re-election bid in 2027, expressing confidence that a renewed mandate would enable the administration to consolidate its achievements and advance the state’s development agenda.
