Oghenesivbe Unveils DELCOM 2026 Training Agenda, Says Trust Is Vital to Public Institutions

The Director-General of the Delta State Bureau for Orientation and Communications, Dr. Wilfred Latimore Oghenesivbe, Esq., has said public trust remains one of the most valuable assets of government institutions.

Oghenesivbe stated this during the opening of the seventh Delta State Strategic Communication Workshop, DELCOM 2026, in Asaba.

The three-day capacity-building programme, which runs from August 18 to 20, is themed “Digital Communication and Crisis Management: Building Trust and Credibility for Democratic Governance.”

According to Oghenesivbe, the workshop was designed to prepare government communicators, media professionals and other stakeholders for the challenges created by the rapidly evolving digital information environment.

He said the programme would expose participants to contemporary approaches to strategic communication, media relations, digital communication, executive communication and crisis management.

Other areas include information integrity, reputation management and the ethical application of emerging communication technologies.

The DG said strategic communication should not be limited to disseminating government information but should also promote public understanding, strengthen institutional credibility and encourage constructive citizen engagement.

He commended Governor Sheriff Oborevwori for approving and supporting the seventh edition of DELCOM, describing the governor’s backing as a demonstration of commitment to human capital development and institutional strengthening under the MORE Agenda.

Experts to Lead Training Sessions

Oghenesivbe disclosed that Professor Presley Ogheneruke Obukoadata, Deputy Vice-Chancellor of Southern Delta University, Ozoro, would serve as Chief Trainer.

He added that Professor Joyce Ogwezi of Dennis Osadebay University, Asaba, Dr. Rita Abamba of Delta State University, Abraka, and other communication scholars, strategists and media professionals would facilitate different sessions.

He urged participants to move beyond acquiring theoretical knowledge and ensure that lessons from the workshop translate into improved professional practice.

The DG said stronger communication collaboration among government institutions, media practitioners and other stakeholders would help build a more responsive and credible public communication system.

The opening ceremony attracted senior government officials, communication officers, journalists, public relations practitioners, bloggers, social media influencers and representatives of security agencies.

Among those present were Chief Adviser to the Governor, Chief Senator Ighoyota Amori; Commissioner for Higher Education, Prof. Nyerhovwo Tonukari; Commissioner for Youth Development, Hon. Brave Enodeh; Commissioner for Economic Planning, Mr. Sonny Ekedayen; Chief Strategist to the Governor, Dr. Festus Okunbor; and other senior officials.

DELCOM 2026 continues with intensive training sessions designed to strengthen digital communication and crisis management capabilities among participants.
